When the extent to which women are under-represented in leadership roles is described as unequal, the percentages are somewhat misleading I think. Consider this difference in the two populations: women have two distinct paths to choose from before they reach their majority, namely to be mothers or not while men can only choose to be “not mothers” and that skews the woman’s population down to begin with, doesn’t it? (not that being mothers precludes women from being leaders).
